New Entry and Exit regulations: responses

In response to the publication of the new Regulations, the RA-WCom initiated an Emergency Residents' Assembly Decision-making process. The residents were asked to pass a resolution that the new Regulations are an overreach by the GB and usurp the powers given to the Residents’ Assembly as per the Foundation Act, and that the Residents’ Assembly asserts its right to carry out its functions as detailed in the Auroville Foundation Act.

One of the powers of the Residents' Assembly, says the Auroville Foundation Act, is to allow the admission or cause the termination of persons in the Register of Residents in accordance with Regulations.

A ‘more welcoming’ Entry Process?

The minutes of the 57th meeting of the Governing Board held in December last year mention the need for a more welcoming Entry Process to allow for a speedy growth of Auroville’s population to 15,000 by 2025.

A decision of the Residents’ Assembly called by the Working Committee on the proposed new Entry Policy failed due to a lack of quorum (10% of adult residents).

Revised Entry Policy ratified

On September 23, 2017, a revised Entry Policy was ratified by the Residents Assembly. Of the 222 Residents who participated in the decision-making process, 85% agreed with the new policy.

The last several months have seen a major churn in the Entry Service with heated policy debates, multiple General Meetings and frequent team turnover.

Entry Policy on Hold

The new Entry Policy approved in 2016 has been put on hold. An Entry Task Force has been created to work towards the resolution of the concerns that have been expressed within the community about the way it was being implemented.

Entry Policy problems

In response to a petition signed by 60 Aurovilians, the Auroville Council has temporarily paused new entry applications and has decided to slow down the process until clarity is provided.

On Wednesday April 20th, the Residents’ Assembly Service announced the results of a vote called by the Auroville Council on a new Entry Policy and a new mandate for the Funds and Assets Management Committee (FAMC).
